By Nastasia Barceló/Diálogo March 20, 2017 On February 8th, the Argentine Space Agency (COAE, per its Spanish acronym) started a new radar monitoring operation to prevent drug trafficking and smuggling in the north of the country. The monitoring of all radars installed in Argentina is carried out from COAE, a unit of the Ministry of Defense charged with pooling all of the incoming data from the radar system deployed across the country. This event was attended by Minister of Defense Julio Martinez and Minister of Security Patricia Bullrich, as their ministerial portfolios are working in coordination to intensify efforts to maintain public safety and security. “This enables us to crack down on all of the illegal flights coming into our country, some of which drop drugs or land. So this action, which is being taken jointly with the Ministry of Defense, is a key way of protecting the citizens of Argentina, keeping drugs from entering by air, which is one of the avenues of drug crime,” said Minister Bullrich in a statement to the Ministry of Defense news bureau. Operation Defensa Operation Defensa (Defense) was designed as part of President Mauricio Macri’s government plan, Argentina without Drug Trafficking. Its main objective is to fight drugs and contraband by stepping up air, land, and river security in border areas through increased air surveillance using radar around the clock. To achieve this, not only have three new radar units been added, but new airplanes have also been procured and their flight hours increased. In addition, authorities have stepped up the Army’s presence in border zones, especially at crossings used by migrants in La Quiaca, in the province of Jujuy, and in Aguas Blancas and Profesor Salvador Maza, in the province of Salta. The northern border is the region with the most radar systems, allowing for greater surveillance of Argentine territory. Brigadier General Claudio Ernesto Pasqualini, who commands the Argentine Army’s 2nd Division known as “The Northern Army,” pointed out that “under the new administration, radars that were already installed, and new ones, changed over to 24-hour operation.” In previous years, the radars operated just a few hours a day, and there was less surveillance as a result. On February 3rd the Ministry of Defense and the provincial government of Formosa agreed to install new radar in the town of Pirané and to improve the operation of other radar installed in Ingeniero Juárez. All of the radar recently installed were manufactured by the Argentine company INVAP, which has close ties with state bodies such as the National Atomic Energy Commission and the National Commission on Space Activities. INVAP is the only company in Latin America to be certified by NASA. Drug trafficking, a regional threat “Our border with Bolivia is the most complicated area, where the highest level of organized crime is seen. It’s there that 25,000 tons of coca are produced each year and diverted to drug trafficking,” noted Carlos Alberto Ramírez, head of the General Directorate for International Defense Policy, a department under the Argentine Ministry of Defense. “It is estimated that there are seven cartels operating in our country already. They move drugs from the north of the country, from the provinces of Salta and Jujuy, and distribute them out of Buenos Aires and in our three-country border region with Brazil and Paraguay. New mobile checkpoints will also be set up since that’s a high-traffic zone, with over nine million people passing through each year.” Brig. Gen. Pasqualini said that since mid-2016, joint operations between military members, police officers, and gendarmerie agents have been conducted along the northern border. “Since the new administration took office, these operations have been resumed, and with them, the Army has once again become the main actor in the fight against organized crime. In the past, the involvement of our country’s main force had been suspended.” By law, Argentina forbids the military from taking part in public safety issues, including drug trafficking, smuggling, and terrorism. However, Minister Martínez and President Macri have repeatedly acknowledged the urgent need for the military to join in the war on drugs. “We consider it fundamental to join forces on an issue that so threatens society at large and the joint work done by the Armed Forces and security agents is an example of that,” Brig. Gen. Pasqualini concluded.

Officials in Fort Lauderdale are reporting that one person is dead after a police-involved shooting.The incident was reported Sunday around 9:00 pm near Northwest 24th Avenue and Sixth Court.Fort Lauderdale Police and Fire Rescue officials say they responded to the scene after receiving a call about a sexual battery incident.Authorities say after they spoke with the victim, they spotted the suspect and pursued him.During the pursuit, an officer discharged their weapon in an effort to take the suspect into custody.Paramedics transported the suspect to Broward Health Medical Center where he later succumbed to his injuries.The Broward County Sheriff’s office is currently investigating the sexual battery claim, while the Florida Department of Law Enforcement is investigating the shooting.
23 May 2008From the beginning of June, the South African Social Security Agency (Sassa) will accept social grant applications from eligible applicants who are having trouble getting official identity documents and birth certificates.As stipulated in the regulations of 2005, Sassa will accept sworn affidavits deposed to before a commissioner of oaths testifying to, amongst other details, the names, age, parentage of the child and any other applicant.Although this policy shift was initially designed to accommodate applicants for the child support grant, the Department of Social Development has made a policy decision to extend its implementation to all grant types.“The IT systems of Sassa will be ready to accept applications from 1 June this year,” said Social Development Minister Zola Skweyiya following a meeting with provincial social development ministers at Sun City in the North West province.“People who apply before 1 June will be able to receive social relief of distress while waiting for 1 June starting date.”The value of the social relief of distress, in the form of a cash amount, would leave applicants in the same position they would have been had they applied for the grant with a valid ID.The benefit will be for people who apply for the child support, care dependency and foster care grants, provided they meet the eligibility and means test criteria.The relief is aimed at people awaiting an ID document or birth certificate and those pleading that poverty prevents them from applying for such identification documents, and as a consequence prevents them from accessing social security.“If applicants apply today, they will get social relief of distress, but within a month, we will be able to covert it to a full application and register the application as such and continue providing the benefit for as long as the eligibility criteria are met,” said Sassa CEO Fezile Makiwane. “We will however work with the applicant and the Department of Home Affairs to expedite the processing of applications for identity documents.”Skweyiya added that as the department intensified efforts to eradicate poverty, the government would review the means test for the child support grant and it would no longer distinguish the means test threshold between rural or urban beneficiaries.“This will gradually be applied to other grant types,” he said. “Details of the commencement of this will be elaborated on in my budget vote speech on the 30th of May.”Source: BuaNews

Retouching skin in a video, however, is a completely different ball game. You’re not just retouching one photograph — you need to retouch hundreds if not thousands of the individual still images that make up your video clip. Also, you need each photograph to seamlessly blend with the next. This requires a unique approach that includes masks, tracking, and a little patience. Let’s take a closer look at one method to get you started. In this example, I’ll be removing a small blemish on my interview subject’s cheek. Step 1 — Duplicate your videoFor the first step, I need to duplicate my layer. I’ll rename the duplicate layer cheek. Labeling the layers will help me stay organized once I do a lot of retouching. If I avoid this step, I can get lost in my project and quickly throw something out of sync. The duplicate layer I create will serve as a patch over the original layer. The original layer will remain untouched.Step 2 — Apply a MaskNext, I need to apply a mask to the cheek layer. Think of this method as similar to using the clone tool in Adobe Photoshop. To get a patch for our blemish, I’ll use the Ellipse tool to mask an area directly adjacent to the blemish. This area needs to match the color and general movement of the blemish area. I’ll also make the mask slightly larger than the blemish. I need to be careful to not move the layer forward or backward on the timeline, as both of my layers need to be in sync for the effect to work.Step 3 — Track the MaskOnce I have my mask applied to the cheek layer, I’ll track it. To do this I’ll simply control-click the mask and select Track Mask. This will bring up the Tracker panel, where I can select the method and direction of the tracker. I can track by playing back the current time indicator. For more complex tracks, I can go frame by frame. Once the mask track is complete, I’m ready to patch the blemish.Step 4 — Move Layer Over BlemishTo patch up the blemish, I need to move the cheek layer over the blemish within the composition panel. To make sure the patch blends, I’ll play back the clip and check the movement. It helps to watch the clip a few times, once in full screen and once zoomed in tight on your patch. I can also check out the patch by isolating the layer as I watch it.Step 5 — Fine-Tune the MaskFor the last step, I’ll do some fine-tuning to the patch so it blends perfectly. There are a few ways I can accomplish this. The main thing I’ll do is add a feather to the mask. Since it’s a relatively small mask, a 10-pixel feather will do. If I need to further match colors or brightness, I can add an RGB curves effect and adjust accordingly.Final NotesMask tracking is a powerful feature in After Effects that you can use for a variety of different purposes. The 17-year-olds, from Launceston in Tasmania, are one of several sets of twins competing at the event in 2011, and they say that being a twin on the field does have its benefits, even if they aren’t identical. “Kit normally does the freakish stuff and I’m normally on the receiving end of that, sometimes roles are reversed so there is a bit of a twin thing coming out there sometimes, nothing too telepathic. It certainly shows at some stages how well we know each other,” Dana said. “We can get into each other a bit but we’ve played every single sport in our whole lives together, so when we both fire up we can get pretty in to each other but we’ve been good so far so hopefully we can continue that.”“We are generally pretty good mates outside of it, so we are not too fussed about it,” Kit said. “We are generally pretty competitive people though, we don’t act like it most of the time but when we do something we do it the best that we can,” Dana said. The twins only started playing division one in Launceston last year, with Kit then competing in the 2010 X-Blades National Youth Championships. What once was a sport they just played in the Aussie Rules off-season has now become a sport that the Young’s have become passionate about and hope to progress in. “It’s always been a pre-season thing, but now it’s become something a bit more, it’s a game that we actually look forward to playing over summer and this event reinforces that it would be good to play in later years as well. It’s something we’ll definitely look at playing further,” Dana said. Playing at a National Youth Championships level for the first time, Dana is enjoying the challenge of competing against teams from across the country, and is learning plenty along the way. “Even after one game you pick up a fair bit straight up,” he said. “We are just hoping to upset a few teams and learn a fair bit, we’re looking to be competitive as always, we want to give Tassie the best name we can.”
